A privately owned assisted living facility accepts Medicaid. Which federal regulations apply?

The privately owned assisted living facility does not permit residents to go to their rooms between getting up and going to bed. The residents must stay in the day room. Due to this, residents are unable to make personal phone calls, watch their own tvs, or listen to music in their rooms. Is this a violation of civil rights or other federal regulations? If so, which ones? Which federal agency has oversight?
